The public discussion of the Rosgranitsa order draft on checkpoint reconstruction at Passenger port of Saint Petersburg is complete

03 May 2015

Accodring to the information on the Portal for the leagal act drafts (http://regulation.gov.ru/project/24884.html) on May 3rd 2015 the public discussion and the independent anti-corruption assessment of the Rosgranitsa (The Federal Agency for the Development of the State Border Facilities) order draft on checkpoint reconstruction is complete.

As previously reported, the Rosgranitsa order is another stage of the lengthy process of checkpoint reconstruction that became possible after D.A. Mededev had signed the Order No.413-р on checkpoint reclassification at Passenger port of Saint Petersburg. It is expected that the checkpoint reconstruction will allow to create conditions for year-round ferry communication at Passenger port and to transfer the existing ferry line from the Sea Terminal (1 Morskoy Slavi square) to the new passenger terminal. This will not only improve the quality of ferry passenger service, but the overall transport situation on Vasilyevskiy Island too, as the routes of cargo vehicles arriving on ferries will be moved away from the historical area of the island.

In order to clarify the Port's plans on receiving ferries "Passenger Port of Saint Petersburg "Marine Façade" PLC has held a range of informational events and meetings.

On April 28th 2015 initiated by "Passenger Port of Saint Petersburg "Marine Façade" PLC there was a meeting with Maxim Reznik, Deputy of the Legislative Assembly of St. Petersburg, members of the "Sea Petersburg" action group, the ZOV Movement («Защитим остров Васильевский» - "Protect Vasilyevskiy Island") and with other members of the public.

The discussion of Passenger Port of Saint Petersburg development prospects in connection with checkpoint reclassification to cargo-passenger was the focus of the meeting. The head of "Passenger Port of Saint Petersburg " Marine Façade" PLC Serik Zhusupov has informed the participants about the plans of the company for Port infrastructure development and for the setup of year-round ferry communication at the Port.

The participants have also discussed Port operation features, transport situation on Vasilyevsky Island and prospects of the island and city road network development. Representatives of "Passenger Port of Saint Petersburg "Marine Façade" PLC have assured the meeting participants that cargo-passenger ferry communication will take place at Passenger port of Saint Petersburg only after the central section of Western High-Speed Diameter is commissioned.

The management of the company has expressed the readiness for an open dialog with residents of Vasilyevsky Island and noted the necessity for a joint approach to the improvement of transport services for residents and guests of the city.

After the meeting the participants have confirmed that such events will become regular and will be held in the lead-up to summer cruise seasons and after their conclusion in order to shed light on and discuss the plans of Passenger port of Saint Petersburg.

On April 30th 2015 a press-conference dedicated to the upcoming 2015 cruise season and to Passenger Port of Saint Petersburg development prospects was held at the press-centre of Interfax North-West news agency. The press-conference was attended byrepresentatives of FGBU "AMP of the Baltic Sea", St. Petersburg Committee on Transport, St. Petersburg Committee on the Development of Tourism, Rosgranitsa and "Passenger Port of Saint Petersburg "Marine Façade" PLC. The issue of checkpoint reconstruction at Passenger port of Saint Petersburg was actively discussed at the event. Representatives of the media had a chance to receive detailed answers to their questions.
