Project name: Reconstruction of the marine permanent multilateral Russian Federation State border checkpoint at the seaport Passenger port of Saint Petersburg (Multipass Port).
Implementation period: 30 months from 01.03.2019 to 31.08.2021.
Costs: The total costs of the Project are estimated at 3 296 743 EURO, inc. the grant 2 560 000 EUR, funded by The South-East Finland – Russia Cross Border Cooperation Programme 2014 – 2020.
The South-East Finland – Russia Cross Border Cooperation Programme 2014 – 2020 is one of the three cross-border cooperation programmes implemented between Finland and Russia. Programme funding is available for projects supporting innovations, education, research, technological development, SME and business development, environmental protection, climate change adaptation and disaster prevention and management. In addition, the programme will support the promotion of border management, border security and better connections across the border.

Specific objective of the project:
To develop transportation capacities of the Passenger Port of Saint Petersburg by establishing regular year-round ferry communication at the Seaport and providing full range of services to passengers and cargo vehicles carried by ferry-boats on the basis of the reconstructed checkpoint.
To improve quality level of services at border crossing points ensuring both reliable and timesaving control and security of travellers, goods and vehicles by introducing new up-to-date control and monitoring technologies and efficiently trained staff.
To develop strong professional and business cooperation between the Sea Port of St. Petersburg and HaminaKotka Satama to support and intensify regular international ferry-boat traffic in the Baltic Sea basin.
Project results
Cross-border effect:
1. Increasing attractiveness of Seaport’s modern infrastructure to ferry line operators and ship-owners of Republic of Finland.
2. Meeting the increasing demand of citizens of Republic of Finland for 72-hour visa-free tourist visits to St. Petersburg using passenger ferry communication.
3. Meeting the forecasted demand for the transshipment services for Russian export-import cargo and international transit cargo at the Seaport.
